Can you go into more detail as to why they are better then the -7s?

Long time reader, finally decided to make a account and ask something, now I have searched and searched but can't seem to find a definitive answer. Which is the better turbo for response, I know they are similar but is a general preference in which one to run? Both are similar but is there a overall "better" turbo?
