The level of emissions / pollution control is based on the year of the engine, so if it's a ULP engine then it'll need a cat, someone posted a thread with a link to all the rules just recently in this section.
Having done Melb-Adel (or vice-versa) at least a dozen times in the past few years, it's hardly an exciting trip, and it usually works out cheaper to fly these days.

As for the protection factor, well maybe with a tube/fin, but bar/plate is pretty much bullet-proof.

Calder Park in Melbourne is still a bit of shit-hole, if you were going to move anywhere for drag racing it'd to be near WSID or Willowbank, bonus with Qld is they have some great (read slack) rules when it comes to street cars and mods.
