I think you guys are missing the "big picture" about the Liberty. If it was modified so as to be undriveable on public roads then you can't really have any sympathy.
May sound harsh but how would you feel about the guy if he bounced off the road into your family?

I don't think you'd have to worry about the hot "ring"/cool "ring" on the disc (not really a "spot"). As long as the inlet point (of the disc) is getting a decent volume of air to do the cooling job you'd see a benefit in overall lower temps.
As for NACA ducts they wouldn't get as much flow a hose presented inline with the direction of relative air flow. The amount of drag from a hose v. a NACA duct not really an issue on our cars.
Pittwater Rd Galdesville is about 5 minutes more driving time from Chatswood (for example) than Crowy is.
