To stop HICAS woahs, get a HICAS lock bar or a HICAS lock kit. The latter retains the HICAS system and stops it operating
EDIT: one other thing the R32 GTR HICAS system, unlike the R33's and onwards which are electronically controlled, is hydrolically controlled, so i have no idea what turning the car off and on again would do....but it seems to affect yours somehow.
Something that amazed me was that my HICAS light is now off, almost perminantly, after installing wheel spacers.
Also, I have no idea whether this would work or not but you could loosen the wheel nuts and tighten them again making sure to do them up in a cross-ways fashion so the wheel sits as straight as possible on the brake. There may be a slight pull to one side if one of the bolts on either wheel was done up completely before tightening the next one and so on.
