Took out my actuator, pulled on the shaft and put my finger on the vacuum port and holds pressure. The arm is hard to pull by hand but doable when the actuators clamped down

Hey guys having a problem with my Rb20det 32. Its overboosting on the factory turbo and actuator. It boots to 10psi in 1st gear then up to 15 psi after that. It just sits at 15 until I release the throttle. Any ideas on what it could be? Cheers guys
