You should be able to use an "easy out". It looks like a reverse threaded tap with a tapered end.
All you need to do is drill a hole in the centre of the broken bolt and then turn the easy out in the hole and the bolt should back out.
And yes, you should be able to do this with the water pump in situ. It all depends on how much room you have to play with though.

You can obtain a permit from the DPI that will allow you to move the car if it's defected or unregistered to a prescribed address. This will help you remain within the confines of the law and to save on towing fees.

Getting rid of everything is easy. There are guys who come and collect the car from your home free of charge as they get money for the scrap metal.
To buy a gearbox, clutch, pedal box, ECU, etc for the job is going to cost you more than picking up a second hand car and stripping it. The plus is having a second engine to work on turbocharging while you drive around picking up parts in your manual 31.
I would like to help you (ask anyone how much time I spend modding their cars for free) but at the moment I have a lot to do and will not be able to help for about a month to six weeks.

I bought a manual donor car (whole car) for my 31 at a cost of $600.
The work I did myself so it was free. Dsturbd is right at $1200 fitted. The rest of the car can be parted out and sold to help finance the cost of the conversion.
I turbocharged the 30 for an extra cost of $500 which was decompression plate, turbo & manifold, VL ECU and I relayed the fuel pump from the ECU.
So for $2000 you can have a turbo manual 30.
Wow. Now I have to make a decision! Argh!

The OEM 2-stage boost controller is controlled by the ECU. You take the OEM unit out of the loop and install the EVC to the wastegate actuator and the ECU no longer has control over the boost levels. The EVC then takes control of the boost duties.
Once installed and switched on for the first time, the EVC is supposed to display a green highlighted "3" which depicts learning mode. It never went to that function. Trying to get it in learn mode was unsuccessful.
The issue is in the setting up of the unit, nothing else.
