Give the throttle body a clean with some carby cleaner. Will almost guarantee that is the problem. Take off the piping to the throttle body and it will more than likely be covered in built up carbon
Rear seats need to be removed. 2 12mm bolts at the bottom of the rear seat. Leaver it out. Top of the rear seat has two 10mm bolts in it. Lift up and out. It will then reveal the rear struts which are 13mm nuts. You might find it easier to get to by removing some of the brackets out of the way which are 10mm screws.

Remove the rear tie rod ends and boots from the HICAS bar, get a mig welder and weld the part of the HICAS bar which adjusts itself to the body of the bar and your done. Much more simplier, takes less time and is much more effective
Sounds very much like a clutch slave cylinder. They are very common things to go on skylines. Otherwise could just be the nature of the clutch itself. What sort of clutch is it?

Nah seriously I doubt it will be a brake bias issue at all. Are you running different size and brand tyres front to rear? When was the last time you changed your brake fluid?

I am replacing the rear suspension end in my R32 skyline at the moment (no I didn't crash it ) and at the same time I want to remove all the HICAS power steering lines. Does anyone know whether the RB25 power steering pump fits onto the RB20 motor? Or will I need to source myself a Non hicas power steering pump from a cefiro RB20 motor?

I've seen R32 GTR rear seats fitted into a R32 4 door before so I don't see why not. The top half of the seat however was narrower and didnt fit in properly. However fitted over the hooks and seemed to bolt in ok.
