I get frequent dropouts, but they do have good periods. It may depend on the exchange hardware they have in place. I have heard they use cheaper equipment, but who knows.

Yeah that's what I thought Telstra tricked me (well I tricked myself) when I moved into my house, looked like standard HFC running down the street for cable access, but it's just a big bundle of crappy phone lines.
