if i buy a car from some 1 that says he bought it through a finance company is the finance company allowed to take the car off me cause the previous owner didnt pay off his debt? is it safe to buy a car that is still on finance?

Im looking at a car right now which im thinking about buying, i know we can check if the car is on finance but can i ring up and ask if the car has had any previous accident history and do i have to pay to check if the car has finance and accident history?
