The trapped boost pressure when the throttle plate is closed has no here to go but back out through the compressor turbine and out the airfilter.
A BOV releases this pressure so it doesnt have to force its way back through the turbine.
I run my BOV's fairly tight so at low boost you get a reverb(flutter) but anything over 9psi the bov helps to release the pressure.
I have never seen or heard of a turbo dieing due to this.

Tell him to check if the intake to the turbo is sucking shut.
Check that the vtc is working. Do a run with it on and a run with it off
More boost =more heat = more detonation prone
98octane fuel will pre- ignite in the cylinder with too much heat.
So u are right in saying about 2-3bar of boost. But we arent talking those crazy numbers. 2-3psi yep more so.
The 2 runs going richer could very well be an air intake correction or a water temp correction richening the mixture.

There is a free mod u can do to the actuator.
To get free high boost just pull the hose off the actuator. Then for low boost put the hose back on.
I would recommend NOT doing this unless ur ready to rebuild ur engine and turbo.
A cheaper way is to buy a manual boost controller which takes 10 minutes to install.
U MUST have a boost gauge reading psi or bar to set the boost safely.
removing the hicas ECU will make slow speed steering 50% heavier than normal. not sure about high speed never tested it.

Trent has done the right thing by setting the tp cut so when the car does overboost it is protected.
As annoying as it is to drop the boost a little it is much better than destroying a turbo or motor.
