so why are we wasting time, money and resources on them rather than the 87% of the road users that cause 75% of total crashes? surely you'd target the majority rather than the minority as that would result in a larger reduction in incidents, assuming the same resources are allocated to the majority and a similar effectiveness in reduction, it would mean that proportionally speaking we'd have less accidents on the road.
