you can't import a car as parts and re-assemble it here. your only choice is to apply to bring the car in as a personal import, then have it put on a ship and brought down. after that once it arrives you'll have to pay extra for the car to be forklifted/towed at the australian docks so you can put it on a truck to take it to a shop to ahve the engine put in, before you register it. However australian dock workers are very sloppy with forklifts and can seriously damage the chassis (as they have done before with non running cars)... so my advice to you is to put the engine into the car and have it running (even if its running badly) before you put it on the ship... then once it gets here you can do whatever you want with it... there's no limitations on time or location on personal imports.
