just try the stock ECU....doesn't help.....any idea how to fix it?

my friend had just bought a R32 GTST4 from japan.... the engine is all std except aftermarket FMIC, some aftermarket exhaust, but it got a aftermarket ECU.....there are some stickers like 'stage2' on it...... I test drive his car, it is !@#$%^ slow....even slower than a 1.5 echo i reckon... i find out the that the powerband of this car is from 3000-4000 rpm, but after 4000 rpm, the car become accelerate very slow.....even slower than my mum's corolla... At first, i thought the turbo have something wrong with it..but the reading of the boost gauge still boost up to 0.7BAR....so i reckon the turbo is alrite... So i thought there is something to deal with the ECU? Have any tried this issue before? Any idea how to solve it? Is the stock ECU of R32GTST same as GTST4? thanks guys....
