I think what he's trying to say is that we should have this meeting to remind everyone what is at risk. Your licence, peoples lives, sau's rep, etc. It's just a reminder. Not tell you what the rules are, they're obvious.
The death sentence is a bit hypocritical, you kill them as punishment for killing someone.
The violence in Melbourne and the rest of the country is only going to get worse in my opinion. They need to bring in tougher penalties. Just like how they're cracking down on 'hooning'.
The standard rb20 injectors are high impedance and the gtr's injectors are low impedance. What the resistor packs do is it increases the resistance for the standard rb20 ecu to be able to control the gtr injectors. It's something along the lines of that, not 100% sure though. You just need it if you've got the standard rb20 ecu and plan on running any low impendance injectors.
How do you know they're going to try and sell it cheap though? They could be just like everyone else and trying to get as much as what they 'paid' back.

You're kind of limited to buyers because they're 4 stud, but if the civics are the same stud pattern then I my guess would be that you'll get no more than $700 for them.

My experience with car covers is that they produce static electricity and get all sorts of sand and dirt stuck to your car and cover. When you put on and take off the cover, it rubs against the paint work and causes small scratches.
Not sure if the one you're talking about is any different.
