The main thing would be to choose the right offset for your wheels.
I've never had any experience with fitting 20" rims before, but I think some people have fitted them fine with just a rolled lip.
I'm surprised you didn't list that you want a front mount intercooler, but you'll need one of these. A JustJap kit should be fine?

I would say just go to your local wrecker mate. You get the guard quicker and easier. I'm not too sure what a 'normal' guard would cost, but someone was trying to sell gtr gaurds for $400 EACH!
Edit: Actually that could've been $600 each.
Like Ironchef said, the whole drift thing only just started and everyone needs practice to get things right, but then if you didn't realise it was in the early days, I know where you're coming from. Just relax!
In my opinion, if you're gonna get a GTR, save for a bit more and purchase a good condition and well looked after one. Like many others have said, you're not gonna get a really good 32GTR for $20k.
From what I've read on SAU, the standard 32 gtst bov can handle about 14psi before it starts to leak if I remember correctly. If you want to run the standard plumb back system, I think you can just get the GTR's bov and put it in its place. They handle up to about 20-ish psi.

A Chaser is a pretty big car from what I've seen, but for it to handle as good as you say it does......

Did he ever decide whether the water desalination thing was ever going ahead? If it did go ahead, maybe he knew what he did wrong and couldn't fix it up so he ran for it?
