It increases performance and exhaust note, designed for race use it creates a loud scream when the wastegate opens on full throttle whilst remaining quiet during normal acceleration. I'd say it all depends on the area, where you live whether in the city or bush, in the city, your more likely to get pulled over as there will be a fair bit of cops, but in the bush, most cops there couldn't be bothered.
