yes they are! Just because DOTARS says its OK doesn't mean your not gonna get defected. This has been explained in numerous threads, Dept Transports rules are not the same as Police rules. And it doesn't matter how many people at Dept of Transport or where ever say its OK, if Mr Policeman says hes gonna defect you for it, he will, because he's the man with the defect tickets.
