Awesome Mik, I'd definately upsize those injectors and pump a bit of boost into it. The new motor sounds like its a good one.
Edit: Mine only made 350kw at BEL which on CRD was 319Kw at all four, as a reference. Has since changed.
I assume you're talking dynojet dyno figures here (you're from the states?) If thats the case dynojet reads differently to what we're used to in AUS - dynodynamics usually. 700rwhp dynojet would be much lower (5xxrwhp) on a dynodynamics dyno (~10% v ~30% drivetrain loss, apparently).
GT-SS' will struggle to make 500awhp.
I'd also suggest $16K budget will struggle if you're going to be building the engine as many more details will need to be addressed in the build.

How do you know if its running lean?
It will ultimately lead to detonation and cause damage I.E melt a piston for instance.
If its running lean I would be tip-toeing it to my tuner/mechanic. There will be a reason its running lean (faulty fuel system diagnosis, poor tune, etc)
I've got a T04Z on a RB26, and its fairly heavy on the fuel. 16-18L/100km at best estimate.... would definately suck a tank of fuel very quickly if you're heavy on the foot. You're looking at significantly less power with a GT2835R/GT-RS so you've got nothing to worry about

That radar looks ok to me... if the weather was similar/same to todays, we'll get away with it...
Bottom line is, 350awkw, GT-SS, you need massive boost to make that power.
Do a search for user 600hp, they have made 360kw on a built JUN motor with massive boost and a race pipe with GT-SS turbos.
Apart from stop the shipment for your converted Buster... I've got a few bits and pieces which are being done for me on Friday...... but if that goes well then I'm all good.
Otherwise, look for a last minute spot anyone interested...
