EBC go for a Blitz SBC ID 3 or ID Color.. easy to use nice screen etc etc.. The other option is a Greddy one with scramble boost which you can hit when u need a extra pump... good feature.. Yeah sounds like powerplay are abit slow these days

The ballast is actually under the headlight and is greenish colour.. Not inside because it cant fit.. And yes you could prob still use it.. just get on ebay and hunt down the r34 lights for it .. they ussually come with wires.. anyways duno why they flicker..

about 5G for a GTR conversion mate.. Concidering you need all parts custom fitted it is not cheap.
