More then likely faulty actuator. If you get a new one get one rated as close to psi you want to run. I was getting full boost on a 3076r at 5500rpm changed the actuator to a garrett 18psi one and it hit full boost at 3900rpm. My ebc helps though it keeps the gate shut too.
