It means that file is MISSING, i'm pretty sure. I've seen it quite a few times before. You'll need to extract it from the XP CD, or possibly from the "repair" folder in the Windows directory. Most 16-bit programs will give you that error when that file is missing. =-]

I found a similar one recently. Toyota Supra, 1995 model, twin turbo for AU$8000. For a bit of fun, I emailed the guy. The response was a two-page email claiming that he's in the military, and gets a great rate from Lufthansa air to send the car to my home address within 4 days, no extra cost. Everything is supposed to be safe, cause he is an eBay Square Trade member. LOL! I'll see if I can dig up the email for you all.
