Wastegate is activated by boost pressure and most often lots more than 2PSI. As others have said , you shouldn't be getting any boost by free revving. You should have mentioned that your other turbo did the same thing before.
How are you measuring boost ? U sure the guage is working OK ?
If your wastegate is opening under free revving conditions - this may indicate a blockage somewhere between turbo and cooler/throttle body.Is the car hard to start ?
Where is your boost gauge plumbed in ?

I think there is also the stilhetto effect (what hurts more - when you get your foot stepped by a high heel shoe or a sneaker) - small surface area of the piston(s) = more force. Same reason, I think, that button (puck) clutches are effective.
That's right - if you use the wrong seals and boost the fark out of it - and don't listen to your engine builders suggestions for engine longevity. Bit like an RB really

Caue my way of thinking is this:
The 044 flows more than the Walbro right ??
If the walbro can't keep up with the 044 you could have problems hence a surge tank between them

Anyone know where you get them ? (online or shopfront)
I've done a stack of google searches and I can only find the standard stainless steel clamps.
