It's pretty straight forward and to be honest im surprised the idea of having a mandatory fine attached to a defect has taken this long. currently Police have the discretion to defect you, let you off or give you a fine for breaching vehicle standards... it is easier for them to fill out a defect notice than it is a fine, so i would expect that they arent too impressed about the extra work they would potentially be lumbered with
