Rb20 In A 240sx, Wont Start

Everything else seems to work fine and have power. We arent getting any spark and the ignition doesnt seem to be getting any power, nor the fuel pump. The red led on my ecu is stuck on. -
I just bought a 240 with a RB20 in my 89 s13 and was driving the other evening and it just shut off and will not restart. I have done a fair amount of wire testing and nothing in the ignition system or the fuel pump is getting power. This leads me to believe that it is the ECU, how can i test the ECU to be sure. Also where can i buy a replacement ECU for a reasonable price.
