    Looks like a USS Tokyo grade 4 Anywhere else it would be a 3.5 It doesn't seem it bad nick though, considering it's a 20 year old car. As long as you got it for a good price.

    If you buy the car for 150,000yen FOB, then total cost allowing $1000 for compliance would be $5000 before rego. Be aware the 150,000 FOB only leaves you 60,000 for the car. I don't think you'll get much car for that.
