i guess u could try that if u really wanted to but whatever fuel the engine does not consume gets fed back into the tank anyways... id rather have more fuel then not enough when i "need" it...

doubtful... the only thing that will drain a battery is a load ie. lights how long have u had your dash out? i hadnt driven my car for a week a little while ago and the battery voltage dropped down to 9V. threw a trickle feed charger on it for 2 hours and have had no problems since.

go and buy a second cigarette lighter socket and wire it in parallel with the existing one... then hide it up under the dash and plug in ur phone cradle. thats what i did but for my gps unit. took <1 hour

if u've never been able to fill up over 40L then your only using 2/3's of your tank... ive ran mine down to 55-58L

did the touch up paint have instructions on it? ive got some scratches on my car and ill be fixing them sometime in the near future - but not if it turns out like that... i thought the touch up paint was like a pen that basically just filled in the scratch? -
putting a gps in your car wont stop it from getting stolen but if u only want to know where it is then go with the jaycar gps unit

http://www.skylinesaustralia.com/forums/topic/228589-saber-airfuel-gauge-wiring-diagram/ doesnt really answer your question but someone on there might have the info u need... wiring gauges up is very easy. you'll probably have 2 wires for power (+/-) and 1 or 2 wires for the sensor. do u have the senders?
