Will never work.
Was tried in Melbourne and just made things worse, so they removed it and put more police on the streets. Go over there and walk the streets at 3am... You'll find at least 6 cops on each street along with heaps of cars on patrol. They also do constant license checks of the venues.
Although, those license checks aren't the most reliable way of checking on things as I've seen first hand.
Closing places at stupidly early times will simply put more people on the streets. What do they think will happen? The club will close and everyone will be like "Oh! Home time! I can't wait to get home to go to bed!" I don't think so.
In saying that, if you keep to yourself, you should be fine. Don't be a drunken idiot on the streets.
No wonder Adelaide's nightlife is dying on it's ass along with tigher venue restrictions and making it incredibly hard and expensive to get a liquor license. It's been going downhill for at least 2 years now and will continue.
