I think you deserve some kudo's for trying to get the whole Import scene into a legitimate class. What I can see happening is the rotaries getting up and running first, as there are already squillions already competing in various levels already. Once you start introducing other makes/types the playing field will start to get leveled, in the form of weight breaks, tyre widths etc. But until it's up and running you can't start to restrict things as you don't know if there are going to be any other forms of vehicles, and what they are going to be running.

That's Mike Moran's car + motor there, he's a leading edge drag racer in the states who always seems to be driving customer's cars for them. Then he decided to build a car for himself, and look what he got

The majority of Garrett's are made in Mexico. Edit: Ok that's a bit of an ambigous statement, they have plants at Kodamo JP where they supply the Japanese market, a plant in California (Torence), and a massive one in Mexico. I'd put money on the fact that the US OEM market is larger than all the other niches combined, and they are made (cheaper) in their Mexico plant. Hence the majority of turbos made by Garrett are from Mexico..
