at the same time, perhaps the skyline driver just changed lanes innocently, and in a half-awake state the motor bike rider thought the skyline was closer than he was and swerved?

I suspect the flutter will just be a bit quieter than fully blocked, as you are letting a bit of air escape. Its the same as an adjustable BOV when you tighten it to only release a small amount of pressure.
