dont fuel cells already have built in surge protection?
if so, just put your Y pieces after the surge tank tapping off the feed from the surge tank. that removes the issues with removing the fuel from the surge tank.

well if the seats are cheap ebay ones, i doubt they have any ADR compliance
so making your own rails will still work, as they will be a defect even if the original rails are modified and used.
have someone weld up a new base to bolt the seats rails onto .. prob only take about 2 hours for both.
thats what i did for some fixed back buckets which was more complicated than just the base you need.
not really, as i would be taping up the rubber section so as not to paint over it, always looks tacky if people paint over this area - as its rubber and the paint peels off ..then you run the risk of if flaking off the main panel as well.
make sure your fuel lines are around the correct way too...
bit hard to give advise without being told what it is, and isnt doing when turning the key.
does it start after spraying carbie cleaner/rp7 in the intake?

fuel pressure guages need to read the pressure that is in the rail, only way to do that is the tap it into the rail before the fuel pressure regulator .. but thats hard with the std fuel pressure reg. you could try a T piece into the fuel supply hose before it enters the rail infront of the plenum.
