its normal that it makes a whistle noise under boost when cold but mate if i was you i wouldnt hit boost till your car is warm unless you dont car about rebuilding your mtoor

well electronics on skylines fail when they get hot so a guess its one of your coil packs comes and goes with heat

if your car is not running factory boost gap your plugs to 0.7mm i use to have the same thing no power past 5000rpm new plugs fixed it
