though howcome that happens with the AFM, the return pipe isnt in direct contact is it?

i want to change my cooler piping and bov and i have tried taking the return pipe off and blocking it but it runs like shit a mates told me that i need to get it tuned, if so is there anyone in western sydney that tunes MINES?\ and is there anything else involved??
