bwaahahaha!! DOTARS screwed up on this one. The seatbelts on 91-93 Soarers do not comply with the relevant ADR (even though they are perfectly safe), however some paper pusher at DOTARS accepted these non-complying belts when the workshop (I know of at least one, however this may be the case accross the board) presented their evidence package.
The workshop did everything right and due to DOTARS' screw up, all these cars have had to be recalled. Word of advice to anyone owning these cars: simply decline the request to have complying seat belts fitted. They can't force you to do it and it will only cost you money.
The same thing happened with a bunch of Delicas and their swiveling (not allowed under ADR's) seats and when DOTARS initiated a recall, if the owner of the vehicle did not wish to make the necessary modifications, there was nothing they could do.
