what kind of manual boost controller are you using, maybe it is suddenly is over boosting

so i dont know if this has been brought up before and i tried to briefly search to no avail. i have a 93 r33 s1, im wondering if its possible or if theres any point to converting to a neo head and whatnot. not a complete engine swap just the head. is there any point to it?, if so any increase of anything or is it totally stupid and pointless. im wondering because the neo is suppose to be emission efficient or something like that and here in canada they are anal out the ass about emissions and skylines in general. so if theres a way that its worth it to make them happy and gain any performance then im willing to do it. thankyou so much for any help
