Custom if it's going to be a show car is a great idea. If it's just a streeter, then IMO a good paint job in a stock colour (even if it's not stock for a Nissan) is a good idea.

If it's "ultra noticeable" it would be at least 20-30rwkw more - although with those mods I'd say probably more than that again. You've probably picked up a heap in the mid range, and that's often what makes a car feel faster. Who cares though, if you're loving the extra power, then numbers are far less significant.

It is illegal for wreckers to sell seat belts, so I doubt they will. Sorry I can't help with where to get them though.
