i just recently purchased a vehicle from VIC and before it was able to be registered in ADEL, I had to go through regency, not the actual department where they inspect your car after a defect but its just an ID inspection. The main motive is to check that your VIN and engine # etc, matches. But when i was there, a man who just purchased an integra from SYD, with extensive mods had failed 2 times and was told he had to go through the defect area. So if you do need to go through ID inspection, make sure your car is stock as possible. My car was stock (V35) but I failed to past because my rear tint was apparently too dark!.. which i had to remove in the car park and came back 5min later and past.
