Because the japs have huge plates. The cars usually have a cradle for the plate. That hole is where a bolt goes to hold said cradle down. And yes your plate is too high, too thin!

When in doubt lick your finger, touch the wire and touch bare metal in your car. If you feel tingling, that's your positive wire. Note, only do this on dc voltage from a car battery! Or get a multimeter.
