I run low boost 230kw and continually place in the top 10 of my Interclub supersprint which consists of 60-80 cars. And I'm not even using real r comps. You say competitive but what are you going to compete in? Wtac? Then yes. You're going to need at least 400kw -

You're going to have to spend a lot of money to get a evo to 350kw and be a reliable track car. They are much better around 250kw in stock trim -

From driving a s14/s15 at the track I can tell you that the evo "feels" lighter. Parts availability? Lol if the state's get something then their is no shortage of parts. -

Gearbox is a 3-4 hour job on the ground. Would be quicker on a hoist. Just had a look at prices on carsales. Cheapest s15 in nsw is 17k Cheapest evo 8 in nsw is 17.5k So I think prices are comparable. Other little things that factor in aswell. S15 has small breaks no oil cooler Non bucket seats These all add costs in the end -

All you have to do is keep clutch down, put accelerator down and then side step clutch.
