I think the comparison your looking for is the governmnet implementing safe-injecting rooms to lower herion deaths as implementing legal drag strips to lower "hoon" deaths. Going as far as saying "legalising drugs" would be the same as "legalising street racing" which we all know wont happen, your comparisons are biased... are they not? If you look at it, its quite an interesting example.
