sand it back with fine sand paper so u dont get any deep scratches or gouges. make sure u atleast get the clear coat off, but the primer would bond better if u managed to get it as close to the original plastic or fibreglass.

then prime it, and then spray it and then spray it again and then clear coat it

yep. just use some wet and dry sand paper. make sure you dunk it in some water first then sand away till you can see the primer on the bar.

you'll get to a point where you'll start seeing a dull greyish coloured coat (depends on how it was sprayed before). stop sanding at this point as the new paint will bond to that. you dont have to sand all of the paint back, just so that there is enough primer for the paint to bond to,

ive got a picture of what colour to look out for. this is my car when i was preparing it to get sprayed, the colour on the bonnet is the primer.

I t will depend on the condition of the paint on the bar now, if the paint is in goo nick all you need is a light rub ( enough to take all the shine off ). You dont need to prime just the finishing paint.

If you are going to use 2 pack ( you cant spray outside , you need a spray booth ) then 600 paper is good enough, spray and leave gun finish . If you are going to use acrylic use 800 paper, spray the colour on, cut back and polish .

If the paint is peeling or you have damage on the bar , repair the damaged part prime the the repaired part and finish as above, if you rub back to expose the plastic you will need plastic primer on the exposed plastic so the primer or finishing coat will stick, normal primer will not take to plastic well.
