Really, i thought all spacers were illegal. You can get spacers in any size, from 2mm too 20mm. Slip on ones are cheap and nasty and one of the most illegal things you could do, bolt on ones range, depends where you get em or if you have too get them made up. About $50 - $150 per spacer is it not?

I think they range from 10-40mm in 5mm gaps

They should be safe, provided they are of good quality

Aren't those spacers very dangerous? The studs could break off because of shear stress due to the wheel no longer being supported by the centre spigot.
