As for the mods stock turbo,11psi,pfc,fmic,stock airbox hiflow filter,hks style dump to 2.75 pipe to 3''cat and 3.5'' thereon,h/d clutch.

U should get that time without to much trouble as i ran a 13.8 at 102.75mph with only a fmic and 10psi about 2 weeks ago with shit starts aswell. Feels like i could maybe do a low 13.7

It was drizzling at my house the entire time and actually got heavier between 1-4pm and all that was heading towards EC so it certainly would have been a washout!
