cost will all depend on what mods are on the car coz compliancecost will vary from state to state and also how much work has to be done to bring the car back to factory stock condition for compliance

as a guide my 93 r32 gtr cost me around 27 k to get into mydriveway licensed in WA andmy car had to have stock exhaust wheels and suspension put on it and boost controller and timer removed for compliance mine was a grade 4 as well

According to the sheet it's April 92, which makes it ineligible. The interior is marked a a C which suggests it might be a little rough inside - don't take auction grade 4 to mean it's really clean either, it seems auction houses are dishing grade 4s out to anything these days.

Your car would have been imported under the 'old' scheme, which has now been superceded by SEVS. Under SEVS, JDM R32 GTR's are inelgible for import in the years that Nissan imported the model officially to Oz (ie 91 and perhaps 92, altough I thought they were only brought in by Nissan in 91).

It was the same under the old system too. Cars after 6/92 were eligible, so godzl you'll find your build date is after June. They weren't eligible between 6/91 and 6/92 when the GT-R was officially sold here.
