Not sure if this has already been posted but it looks like the National Code of Practice for Light Vehicle Construction and Modification (NCOP) is in force.

So print it out people and start contesting those defect notices.

http://www.dotars.gov.au/transreg/vsb/vsb_ncop.aspx

"The NCOP has been subsequently endorsed by all Australian State and Territiry Authorities responsible for vehicle standards and the registraction of vehicles for road use.

The NCOP applies to both the modification of production vehicles and the construction of Indivdually Constructed Vehicles (ICVs).

INTENT

the aim of the NCOP is to procide a nationally acceptable set of technical specifications that ensure that the manufacture of ICVs or the modification of production vehicles comply with the applicable requirements of the Australian Design Rules and the Australian Vehicle Standards Rules 1999 (AVSR)

The NCOP does not cover vehicle registration policies or procedures......"

Cheers

Yep, already posted:

Not a good thing though. But from what I've read this might only apply to newly registered cars. ie if the car's on the road, no need to take it to Vicroads, just pay the rego every year. But.......

if the Vic government bring in yearly roadworthies, like NSW, we could be in trouble.
