Spinning LEDs in rear lights?

I've seen a couple of Skylines in Perth now with those spinning LEDs in the rear lights.

Does anyone know where to get them they look sweet!

Yeah I've seen them on Jash's car and I've also seen them on another Skyline that was driving around Perth.

I'm not sure if you won't attract the unwanted attention of the constabulary. I understood that such lights were meant to be stationary ie not flashing at people behind you.
