I don't think you need engineering certificate for 19" rims, R34 comes with 17", therefore this is 2" increase over standard rim height size, what's the width? 1" extra width is legal, so this should be fine. Thats in Victoria...

19's are illegal on ALL Skylines.

ADR states that the rolling diameter (tyre included) can not be increased by more than 16mm. When you fit 19's the rolling diameter is increased be 32mm.

Have no idea if an engineer can/is allowed to certify this area of modifications. Can't hurt to ask :).
