Speedo Needle/ Boost: How much is safe?

Hey guys

my speedo needle is a bit ****ed, between 0-40 is goes up n down really fast, after 40 its fine, goes up n down smoothly

anyone know why its doin this and how it can be fixed?

And

my car mods are

3 1/2 inch exhaust from the turbo

Air Filter

its running 11psi at the moment and i want to up the boost how much should i turn it up?

i would like to turn it up to 15psi? is this too much?

Can you actually turn down the boost? not that i want to, just curious

12-13 psi is about the limit of the stock turbo anything more you are risking blowing the exhaust turbine out through the exhaust and into your CAT.
