Is it possible for a police officer to write you say a defect notice

and mail it to you say if he heard your bov?

I don't think thats proper procedure.

He may be able to report you to the EPA or similar for noise... I remember a friend of mine got a letter in the mail once from the EPA to come in and have his exhaust tested, obviously someone noted his plates sometime...

that should take care of the emissions, however, the sort of weird ass noises that come out is anyones guess.
