Rails need handle bars to adjust, will not be adjustable without one, but will still mount unto seats

Didnt know you could conver it to hybrid, but either way, no it doesnt come with it. but it does have adapter for RB25. No boost leaks that I noticed and its been used for arround a year approximately.
