Wierd Boost

ok i have a r32 with a rb20det runnin a r34 turbo, hks pod,fmic cooler, full 3inch exhaust. i changed the exhaust for epa and with the stocker on it was boostin till about 5or 6 psi then i would have to foor it for it to hit 10psi i thought that was ok cos of the shit exhaust now that iv changed it back to the original exhaust its still doin it. it used to just smoothy boost out to 10 now it stops at like 5 n then pulls again to 10. could there b and vaccum leak if so how do i find where its comin for.
